March 3, 2022, the rare and special meeting called by UN for Ukraine came to the results, there are 141 in favour, 5 against(Russia, Belarus, North Korea, Syria, Eritrea ) and 35 abstention(China, India, Iran, Iraq and Pakistan,etc.)two-thirds in favour has meet the require of legitimate target area and demanded Russia shall withdraw their army “immediately, completely and unconditionally”.
This meeting has no restrict effect for Russia, while Russia can not use veto power because of its permanent member state in UN. And this is the first emergency meeting for called for by UN in 25 years.
The special emergency meeting of UN has three main provisions: first, there are behaviors threatening the peace, undermining the peace or aggression, while the Security Council is unable to make effective resolutions due to permanent members. Second, there being at least nine members of the Security Council agree or as request from half of the UN member states. Third, permanent members cannot use the veto.
Since 1950, the UN has called for only 11 special emergency meeting, which 6 meetings is about the Middle East, Israel, the Arab international and the Palestinian issues; 2 meetings is about Africa, especially in Congo and Namibia; 3meetings is about the Soviet Union or Russia, namely the Soviet armed intervention in Hungary, the Soviet invasion of Afghanistan and the Russian military action against Ukraine.
